DESCRIPTION
The Youth Bureau, created in 1971 by a resolution of the Broome County Legislature, has an Advisory Board appointed by the Broome County Executive and approved by the Legislature. The Advisory Board and its committees meet regularly to discuss policy, review program applications for funding, and guide and assist the Youth Bureau staff.
- Administration of Funding:
- Youth Development/Delinquency Prevention (YDDP)
- Special Delinquency Prevention Programs (SDPP)
- Runaway & Homeless Youth (RHYA)
- Supporting Broome County Planning:
- Integrated County Planning Team
- Provision of Technical Assistance and Training:
- Advancing Youth Development
- Runaway & Homeless Youth Program Certification
- Program management and monitoring for contracted services and municipal youth programs
- Advocacy For:
- The adoption of strong legislation, regulations, policies and services that will better serve our youth
- The promotion of positive health and development of all Broome County youth
- The provision of safe and accessible services to children, youth and their families
ELIGIBILITY
- Must be incorporated as a not-for-profit, 501(c)3 agency under the laws of the State of New York.
- Must have tax exempt status in accordance with Federal Internal Revenue Service Code.
Process for Seeking Funds:
- Respond to a Request for Proposal (RFP), issued by the Youth Bureau in early summer for the following year's funding. This is an open and competitive process.
- Develop and submit an outcome-based grant proposal to provide services, free of charge, to children and youth 0-21.
- Address the needs of Broome County's youth as identified in the Child and Family Services Plan.
*All applications for funding must be approved by the Youth Bureau Advisory Board, BC Legislature, and the NYS Office of Children and Family Services.
Insurance requirements issued by the Broome County Department of Risk and Insurance must be approved prior to the start of any program.
All programs operate annually on a January through December calendar.
FUNDING
The Youth Bureau administers NYS Office of Children and Family Services (OCFS) funding through an annual RFP process in the following categories:
- YDDP
(Youth Development/Delinquency Prevention)
Programs are operated by communitybased organizations or local municipalities who provide youth recreation, youth service, and delinquency prevention programs. Funding is available at a 50% reimbursable rate. Agency or municipality must supply the match. - SDPP
(Special Delinquency Prevention Program)
Programs are operated by communitybased organizations who provide delinquency prevention and specialized programs for targeted youth populations. Funding is available at 100% reimbursable rate. - RHYA
(Runaway & Homeless Youth Act)
Programs are operated by NYS OCFS Certified community-based organizations who provide either short or long-term shelter and services to runaway and homeless youth. Funding for Part I, short-term, crisis programs and Part II, long-term, transitional programs is available at a 60% reimbursable rate. Agency must provide the 40% match. (For Part I programs 20% must include county tax dollars.)

We support area agencies who provide care and services to children and teens in need.
Our support consists of:
- funding and resources
- coordination and planning
- technical assistance and training
- research and evaluation resources
- advocacy at state and local levels
We strive to work together, as a community, to provide the best possible services to all Broome County children and youth.
PLANNING / COORDINATION
Assessing the needs of youth by:
- convening community planning groups
- identifying problems and developing coordinated strategies
- promoting private and public partnerships in planning by bringing together towns, villages, cities, social agencies and private citizens
- supporting a local diversion system for youth identified as Persons In Need of Supervision (PINS)
- coordinating a comprehensive service system for runaway and homeless youth
